I think it was a mixture of so many students doing it and universities making more money from students that were buying the alcohol. However, M.A.D.D. (Mothers Against Drunk Driving)helped stop drinking on campuses and when the U.S. congress passed legislation in 1984 that eventually pushed states to make the minimum drinking age 21.
Midnight madness came from ESPN. This is where college basketball teams would wait to have practice at midnight so ESPN could publicize it on national television.
